The Centre of Excellence (CoE) is a collaboration between Swasti and the Asian Development Bank (ADB) that aims to generate information and learnings on strategies, practices and innovations that have been used in the civil society and government COVID-19 response efforts in India, with a focus on vulnerable women.
The series of learning and best practice documents that CoE has developed are categorized as - Resources, Research Papers, Stories with a Learning Lens and Training Materials.
These knowledge products are a compilation of the learnings generated from the CoE’s investigation into COVID-19 response efforts targeted towards vulnerable and marginalised women in India. They are intended as a roadmap for government agencies, policy-makers, and civil society organisations, to construct inclusive COVID-19 response services for marginalised communities.
A database of research papers intended to provide those working in the COVID-19 response space with critical insights into the key gaps in COVID-19 service provision and access for vulnerable communities, the factors that influence the success of COVID-19 interventions, and the best practices in terms of pandemic response and recovery efforts.
A repository of training guidelines and materials that have been instrumental in building the capacities of ground functionaries to extend critical COVID-19 supportive services for vulnerable communities and women; such that these services can be replicated and scaled across cities in India.
During the pandemic, women from marginalised communities faced many challenges in accessing health services and livelihood support.The CoE presents some stories of the obstacles and unique circumstances that these marginalised women faced in their health journeys, along with the interventions that built their resilience during a novel pandemic.

The Centre of Excellence (CoE) has been created for investigating and documenting inclusive and gender equitable COVID-19 response efforts, particularly focusing on vulnerable women. Vulnerable women, including poor pregnant women, women garment workers, women in sex work, transgender women, and other marginalised women are burdened under layers of socio-economic discrimination and societal gender norms that have exacerbated their susceptibility to the risks of COVID-19 and their consequent inability to access services.
Through its past one-year engagement, CoE has developed a series of learning and best practice documents that provide insights for the capacity development of stakeholders, including governments, partners in the private sector and non-governmental organisations, in mounting a gender inclusive and equitable response to humanitarian crises.
